Toward a New Paradigm for Occupy Eugene Actions On Which Eve

Following the controversy surrounding the action on Christmas Evening at City Councilor Polling’s home, it seems clear to me that if we are to avoid divisive and destructive internal division moving forward, we are in need of a more inclusive process for deciding what actions will be conducted bearing the Occupy Eugene name. Following is my proposal.

I propose that Occupy Eugene be restructured into two distinct groups, acting in concert. The first group would retain the name Occupy Eugene. The second would be called the Occupy Eugene Coalition.

Occupy Eugene would be composed of all members of Occupy Eugene. Membership in Occupy Eugene is by self identification. Anyone who claims membership in Occupy Eugene is a full member in good standing. Membership can not be revoked. All members are invited to participate in General Assemblies, where decisions are made. In order for an action to be an “Official Occupy Eugene Action” it must be approved by the General Assembly. Occupy Eugene would continue to delegate work to committees as it does currently.

The Occupy Eugene Coalition would be composed of organizations and affinity groups whose purpose is aligned with Occupy Eugene. Groups can claim affiliation with the Occupy Eugene Coalition by self identification. If Occupy Eugene, by consensus of the General Assembly, decides that a given group’s mission is not aligned with Occupy Eugene, that group’s membership in the Occupy Eugene Coalition can be revoked. Members of groups whose alignment with Occupy Eugene is called into question are welcome to participate in GA discussion around their group’s removal from the coalition, but they are requested not to participate when consensus is called for. The Occupy Eugene Coalition would support actions undertaken by its member groups, and no consensus would be needed for a member group to engage in an action. Actions should be clearly identified as having been planned by an aligned organization as part of the Occupy Eugene Coalition.

Affinity groups whose actions don’t conform to established principles of non-violence are requested not to use the word “Occupy” in their group name.

Occupy Eugene should develop a press release to educate the public about this new organizational structure. This press release should reiterate the St. Paul Principles, and should emphasize that - in accordance with those principles - we neither condone nor condemn actions taken by Occupy Eugene Coalition member groups. When asked by the media to comment on actions undertaken by Occupy Eugene Coalition member groups, Occupy Eugene should follow the St. Paul principles and neither condone nor condemn those actions.

Major actions, like large scale Marches and Rallies, should ideally be undertaken by Occupy Eugene rather than member groups of the Occupy Eugene Coalition.
