General Assembly Meeting #3:

Facilitators: Sam and Des

The meeting was videotaped and also streamed live to our website.

Approximately 150-200 people in attendance

NEXT G.A. Meeting: Thursday, 5:30pm same place West Coast Dog and Cat Rescue (see our upcoming meetings and events section at the end of this email)

Agenda items for the next meeting will ONLY be accepted on the forum. Email and Facebook submissions will not be considered. Please go to this forum topic to post relevant agenda items for the next meeting. The cut off for submissions will be Wednesday at 5pm.

October 15th Occupation date was announced (Location still tbd) – Phone number set up for people without internet access: 541-525-0130 – please save this number in your phone in case something happens with your Internet and you cannot get online to find the location.

The Occupy Wall Street official declaration was read to the group.

Important Announcement: Know Your Rights/Non-violence Training, Wed Oct. 12th, 6-9 pm 55 west Broadway. Across from Lazar’s Bazar.

Consensus – discussed and agreed on a way to make decisions for the group. Consensus was recommended based on other occupation organizations success with it and after a long discussion it was agreed that we would attempt to reach 100% (pure) consensus on decisions and when someone disagreed, we would discuss it with them and attempt to come to an agreement this way. If this is not possible, we would turn to a 90% consensus. In this meeting, pure consensus was reached in every situation.

Hand signals were suggested and implemented for the meetings. Joanna will create Hand Signal images and send to group.

Hand Signals associated with the following:

Agree/Consensus: Agree with the proposal
Block: Serious decision to block entire group from moving forward. To block you deeply believe the move would be detrimental to the entire organization.
Abstain: You do not agree with the proposal or group decision, but are sitting out on the consensus so as to not get in the way of what the majority would like to do.
Amendment: You would like to add an amendment to the proposal or change it in some way without changing the fundamental aspects of the proposal.
Point of Process: When you would like to add something to the discussion. If there are many people wanting to speak, we create a “stack” where people line up to get a chance to briefly speak about the issue at hand one at a time.
Direct Response: You would like to respond directly or answer directly to the person speaking.

Once the consensus process was agreed upon, the facilitators asked permission from the group to allow them to continue to facilitate the meeting. Consensus was unanimous in favor. Facilitators with experience were asked to offer their expertise for future meetings.

Committee descriptions and updates:

Committees were once again presented and described in terms of their roles and then the group split up into the various committees to do a quick 15 minute meeting.

Committee Descriptions:

Collective Visioning – define goals/demands of our group and to define our additional goals.
Community outreach: donations, business liaison, flyer printing and distribution etc. has sub-committees will seek out donations from local agencies
Communications: Public Relations website, technology, media
Sexy sanitation: cleanup and setup of site.
Morale: sign making motivational speakers, entertainment
Research and legal: investigate other occupy events and their ideas. CLDC attorney working with us, a liaison for police: Lauren Reed Also deciding Where should occupation be held and the legalities involved with camping.

Many committees are having meetings and the ones that we are currently aware of can be found at the end of this document. **

Committees then came forward and gave brief updates about what is going on with each of them. For specific committee notes and information, please see our forum.

Important information for the group to know from committees:

Legal: Know your rights training combined with non-violence training 6-9pm – Wednesday @ 55 W. Broadway – this will be given by the Civil Liberties Defense Center and is VERY important for occupiers to attend!
Research and Legal are working on our location and the Civil Liberties Defense Center is assisting with this. 25-30 lawyers are assisting on this project.

Drop Box folder on website Occupy Eugene for anyone to upload documents to share.
First Aid committee has been formed and will also be taking on outdoor survival training for the group. They are looking for calm, level-headed people to join and help. Do not need to be medical professionals, also would like mental health workers to join this committee.
Food Sub-committee (Community Outreach) has formed and will be going to local businesses looking for donations. If anyone has any connections for this please let them know.
Sexy Sanitation committee will have their next committee meeting on Monday October 10th at the coffee shop in the EMU 5:30. Also knowledge about compost toilets needed.
The sanitation committee as well as other committees are looking for donations of all kinds and donations can be kept at the West Coast Cat and Dog rescue where we were meeting. Contact Julie if you wish to donate something.
Street team: Street education focus, free literature. Meeting at 2pm on Sunday and will email everyone on the list.
Collective Visioning: meets Next Meeting: @ Center for spiritual living: 390 Vernal St. off coburg by Baja Fresh. on Tuesday at 5pm. Please brainstorm ideas and bring a list of your ideas to the meeting.
Community Outreach: Build teams needed, need tarp donations, mobile constructions, vehicles, sign up sheet available at meeting.
Morale: Wall street Bull piñata for comic relief, bubbles, flags, need fire dancers, candles, drum circle people and musical instruments or musicians to join group.
Meeting with EPD briefing: It went very well, they are being supportive and said their presence will be (in part) to stand between us and any counter protesters and the only definite cause for arrest would be violence or destruction of property.

1st Decision Item: Following committee updates, we came to consensus on our first decision item: Whether or not to seek a permit for our occupation. It was decided that we would not be seeking a permit.

Announcements:

Des is creating email lists for each committee so if you would like to be added to that and get the information for that group, please fill out the contact sheet in person or email occupyeugene@gmail.com to be added and specify which list you would like to be on. We also have a phone list to get on for those who don’t have access to Internet or would prefer to be notified by phone.
Committees should post their meeting minutes on the forum as soon as possible to create transparency with the group and the other committees.
Please be cautious and aware that everything you post on the forum is out there for anyone to see, including our opposers so please don’t post personal or identifying information that you don’t want people to have and similarly, meeting notes should be redacted prior to posting them on the forum.
We need to encourage people to bring their children to G.A. meetings and the occupation.
We tabled the discussion to designate a colored arm band for those who do NOT want their photos taken or published to the web. Note though that when gathering in a public space, there are no legal rights to privacy where photos/video is concerned.
Tuesday, October 11th is the UO Marine Recruiter event at 10:00am on 13th Ave and University for anyone who wants to go down there and try to talk to military persons about the movement.
The website’s listserve is not fully integrated with the gmail and nobody is sure who has this information. For the time being, please join the email list through the gmail account.
A phone number list is organized so if anyone wants to receive event information via phone, please join our phone list. You can also call our phone hotline for updates and eventually, the location of the major occupation event. This number is 541-525-0130
Outdoor survival will be overseen by the First Aid committee – if you are interested in helping with this or have the ability to provide trainings on this, please contact the First Aid committee.
Salem, Oregon invited us to participate in their Occupation event on Monday – more information can be found on Facebook. Check our Transportation section of the forum for rideshares.

The next General Assembly meeting will be held Thursday at 5:30pm 1274 W. 7th Ave. at the West Coast Cat and Dog rescue on the right just past Polk St. In addition, donations for the event can be stored at this location. The next General Assembly meeting will be held Thursday at 5:30pm 1274 W. 7th Ave. at the West Coast Cat and Dog rescue on the right just past Polk St. This meeting is for the entire Occupy Eugene group to attend and get consolidated updates about the occupation.

Engineering Committee: Meeting Monday 6pm: 1229 W 7th Ave, across the street from the Cat and Dog shelter at Emerald City Locksmith.

Bank of America Protest 201 E 11th Ave Eugene, OR 97401 – 3:30 PM Thursday, October 13th. Keep in mind the next Occupy Eugene G.A. Meeting is 5:30pm and plan accordingly.
