At NW Expressway & River Road, near the railroad tracks. The 2nd “rest stop” camp (fenced area) will be run by Community Supported Shelters for 15 people. The 3rd site, authorized by the Eugene City Council on Feb. 26, 2014, does not yet have a designated operator.
