In the middle of a severely cold winter, the unhoused in Whoville helped each other survive within an illegal tent sanctuary, where “no trespassing” signs had already been posted. The ticket for “no trespassing” is a jailable offense, compared to a fine for sleeping in places posted with “no camping” signs. Whoville residents had not left, so on January 24, 2014 the city of Eugene came and fenced them in. An entrance was left for entry and departure in hopes that the unhoused would remove their belongings and go back to sleeping illegally in less visible places.
